Place Value is really easy.If you know place value after the decimal you can read fractions easily.
As you can see in the picture you have the millions, hundred thousands, ten thousands, thousands, hundreds, tens, ones, then your decimal point, tenths, hundredths, thousandths, and ten thousandths.
For the whole numbers you read right to left.
You could go as far as you like.
After a while, you will have memorized place value.
